高校综合评价招生模式的改革动因、经验启示及未来走向

摘要: 高校综合评价招生模式肇始于国家基础教育新课程改革和实施素质教育的要求,并在高考综合改革试点中逐步完善。高校综合评价招生模式所采用的标准是一个包括国家统考、高校综合测评和高中学生综合素质评价等在内的相互嵌套的综合评价体系。国家统考体现国家意志,突显统一考试的权威性;高校综合测评体现学校自主权,突出人才选拔标准的针对性;高中学生综合素质评价彰显素质教育理念,突出学生评价的育人性。综合素质评价招生模式体现了国家、高校以及以高中为代表的基础教育的多元价值诉求,有助于促进学生综合素质的发展,推动教育治理体系的完善。高校综合评价招生模式改革需要着力解决评价理论缺位、评价功能错位、评价主体越位的问题。加强教育评价理论研究,明确综合评价的功能定位和价值取向,厘清教育评价主体职责是高校综合评价招生模式改革的基本走向。

Abstract: As an independent enrollment mode,the comprehensive evaluation enrollment mode of universities originated from the requirements of the new curriculum reform of elementary education and the development of quality-oriented education,and has been gradually improved in the pilot units of the new Colleges and Universities Entrance Examination Reform Plan.The comprehensive evaluation standard which is used in comprehensive evaluation enrolment mode is a chimera including the National Unified Examination,comprehensive examination and evaluation of candidates by colleges and universities,and comprehensive quality evaluation of high school students.The National Unified Examination reflects the will of the state and highlights the authority of country,the comprehensive evaluation of colleges and universities is the embodiment of autonomy,underlining the pertinence of talent selection and the comprehensive quality evaluation of high school highlights the concept of quality-oriented education with the emphasis of the educational quality of student assessment.All of these reflected the pluralistic value appeal of the state,colleges and universities,individuals and high schools.It will effectively help promote the development of the students' comprehensive quality,and the construction of the comprehensive education management system.In terms of the comprehensive evaluation enrollment mode of universities,it is necessary to solve the problems such as the absence of evaluation theory,the dislocation of evaluation function and the offside of the evaluation subject.The basic trend of the reform of the comprehensive evaluation enrollment mode of universities include enforcing the theoretical study of educational assessment,crystalizing the function positioning and value orientation of the comprehensive evaluation enrollment mode of universities,and clarifying the responsibility of the evaluation subject.
