中国基础研究创新效率的区域差异性评估

摘要: 加强基础研究是增强原始创新能力、强化自主创新成果源头供给的根本途径,同时,也是实施创新驱动发展战略、加快推进创新型国家和世界科技强国建设进程的重要保障。为此,国务院明确提出要实施“创新引领率先实现东部地区优化发展,推动中西部地区走差异化和跨越式发展道路”。而要实施区域间的“差异化”和“跨越式”创新战略,就必须要对我国基础研究创新效率进行客观测量及区域差异性评估,以促进区域资源配置达到最优化状态。运用包络分析法中以产出为导向的SBM-BBC模型,对“十五”、“十一五”、“十二五”三个时期我国大陆除西藏外的东、中、西部地区的基础研究创新效率进行的差异性评估结果表明:1.三个时期东部地区基础研究创新平均效率均高于中部地区和西部地区,其中北京、上海、浙江、广东、江苏等省份创新能力始终较好;2.西部地区如宁夏、青海等自“十五”期间西部大开发战略提出后,三个时期的基础研究创新效率有了明显提高;3.有相当多的省份投入产出结构存在投入冗余和产出不足的现象,说明区域间基础研究的发展状况还不平衡,各地区自身创新能力发挥还不充分。有鉴于此,为促进基础研究的高质量发展,在资源配置上应精准发力,创新能力好的东部地区应进行资源最优化配置,使其发展成为我国基础研究创新的“领军力量”创新能力次好的中部地区应加以扶持培养成为基础研究创新的“中坚力量”西部地区前期基础薄弱,因此,可以基于地方特色发展需求合理资源配置,使其发展成为我国基础研究的“后备力量”。

Abstract: Strengthening the basic research is to enhance the original innovation ability and the independent innovation source supply.It is a critical approach to promote China to an innovative and leading nation in science and technology in the world.To this aim,the state council has made clear that “innovation is the first step to achieve the optimization and development of the eastern region and to promote the differentiation and leap-forward development of the central and western regions”.And to implement this regional “differentiation” and “leapfrog” innovation strategy,the first step is to deal with the efficiency objective measurement and difference analysis of basic research innovation,and then to promote regional allocation of resources to achieve optimization.Envelope analysis of SBM-BBC model of output oriented to “The Tenth Five-Year”,“The Eleventh Five-Year ”,“The Twelfth Five-Year” period with an exception of Tibet in mainland China eastern,central and western areas of basic research innovation efficiency of the differences showed the following results:(1)The average efficiency of basic research innovation in the east was better than in central and western regions in the three periods.The eastern region includes Beijing,Shanghai,Zhejiang,Guangdong,and Jiangsu.(2)In the western regions such as Ningxia and Qinghai,after the development strategy of the western region during the “The Tenth Five-Year Plan ”period,the innovation efficiency of basic research in the three periods was significantly improved.(3)There are quite a number of input-output imbalances,which leads to innovation inefficiency in some areas.Therefore,it is important to strengthen the basic research and development with a better allocation of resources in the eastern region to make it a “leading force” in the basic research innovation.The mid-central region as the “intermediate power”,it is important to support and cultivate its basic research and innovation.With a comparatively weak foundation,the western region can be made a “reserve force”for the basic research in China.
