Abstract: With the relevance and potential of public emergency and the diffuseness and subversiveness of public emergency consequences,it is urgent to reconstruct a future-oriented management mechanism to effectively prevent and control emergencies.From the perspective of anticipatory action,the management of public emergency is a kind of round operation process,which is driven by the in-depth integration of multiple subjects,and aims at the potential public crisis (factors) in the future,including pre-judgment,pre-cognition,strategy pre-creation and pre-response.The process shows the characteristics of cycle reversibility,future orientation and reflexivity.In this mechanism,the linear management structure is replaced by the circular management structure,the breakpoint hierarchical cooperation relationship is replaced by cooperation relationship in the whole process,and the lag of the reality orientation is avoided by the future orientation crossing time and space,and the limitations of one-dimensional plane cognition is optimized by a multi-dimensional and multi-layer system.This mechanism has the instrumental rational significance to promote the evolution of the public emergency management mechanism.In the practice,the dilemma of all kinds,such as subject cooperation dilemma,organization dilemma,competence dilemma and information extraction dilemma,needs to be solved from the aspects of the reorganization of human relations,the reconstruction of organizational structure,the cultivation of social foresight ability and the prudent use of technical means.
