“双一流”建设高校如何培养拔尖创新型博士生?——基于“双一流”建设高校专项奖励政策文本的分析

How Do “Double First-Class” Universities Cultivate Top-Notch Innovative Doctoral Students?An Analysis Based on the Texts of Special Incentive Policies in “Double First-Class” Universities

摘要: 本研究基于“双一流”建设高校专项奖励政策文本,构建“政策工具-政策内容要素”二维分析框架,探究高校专项奖励政策工具和政策内容要素的使用情况。研究发现:“双一流”建设高校专项奖励政策偏向于使用强制性政策工具,政策刚性较强,能力建设性政策工具使用较少,政策建设内涵需要进一步深化;“双一流”建设高校专项奖励政策内容要素的分布较为平均,目标宗旨对其他政策内容要素起纲领性指导作用;政策内容要素与政策工具的组合情况呈现多元特征,但其组合的适配性及科学性需要进一步提升。有鉴于此,高校应优化政策工具组合,发挥外在激励与内生发展的协同作用;明确政策目标,达成院校培养特点与国家战略的深度耦合;增强制度弹性,构建包容性培养框架和差异化评价指标。

Abstract: Based on the texts of special incentive policies from “Double First-Class” universities,this study constructs a two-dimensional analytical framework of “policy tools-policy content elements” to explore the application of special incentive policy tools and policy content elements in these universities.The findings indicate that the special incentive policies of “Double First-Class” universities tend to rely heavily on coercive policy tools,which are rigid and strong,while capacity-building policy tools are used less frequently,indicating a need for additional policy content development.The distribution of policy content elements is relatively balanced,with the objective and purpose providing overarching guidance to other policy content elements.The combination of policy content elements and policy tools exhibits diverse characteristics,but the appropriateness and scientificity of these combinations require further improvement.In view of this,universities should optimize the combination of policy toolsto leverage the synergistic effects of external incentives and endogenous development,clarify the policy objectives,achieve the deep coupling between the training characteristics of universities and national strategies,enhance the flexibility of the system,and build an inclusive training framework and differentiated evaluation indicators.
