“幼有所育”重要论述的理论内涵与实践意蕴

The Important Exposition on the Goal of “Ensuring People's Access to Childcare”: Theoretical Connotation and Practical Significance

摘要: 实现“幼有所育”是以习近平同志为核心的党中央回应民生关切、增进民生福祉的美好期待和科学构想。党的十八大以来,习近平总书记坚持以人民为中心的价值遵循和根本目的,深刻把握发展托幼事业的时代背景,系统提出“幼有所育”的一系列重要论述,科学揭示何为“幼有所育”、为何要“幼有所育”、“幼有所育”育什么等重要理论问题。站在新的历史起点上,应深入学习领悟习近平总书记“幼有所育”重要论述,紧抓婴幼儿家庭建设、保教人员队伍建设、育幼资金投入及托幼机构质量提升,为建设人民满意的“幼有所育”公共服务体系,保障出生至入小学前的婴幼儿充分享有公平而有质量的保育和教育做出不懈奋斗。

Abstract: The in-depth study of the XI Jinping's important exposition on the goal of “ensuring people's access to childcare” shows a vital significance. The theoretical connotation profoundly clarifies the following three core questions:what is the goal of “ensuring people's access to childcare”;why is it necessary to ensure people's access to childcare;how to promote children's development.That is to said,it advocates all children from 0 to 6 years old should fully enjoy inclusive and high-quality childcare and education.It adheres to the people-centered principle and meets the people's expectations for childcare,and promotes the early development of preschool children's health,sense of morality,creativity and labor outlook.There are four major paths to reach the goal of “ensuring people's access to childcare” according to the XI Jinping's significant exposition:underlining the construction of household schooling to lay a solid family foundation,reinforcing the teacher team construction in nurseries and kindergartens to consolidate the support of talented people,increasing the financial investment in childcare to security its material guarantee,constructing a quality resource system of ensuring people's access to childcare with the education evaluation reform as impetus.
