新形势下创新完善我国学前教师编制与人事制度的政策思考

Reflections on the Policy of Innovating and Improving the Pre-school Teacher Staffing and Personnel System under the New Situation in China

摘要: 新时代国家发展目标与战略赋予我国学前教育事业发展新的使命和定位,对着力促进我国学前教育公共服务体系建设提出了更高要求。面对新征程新使命,我国学前教师队伍在规模、稳定性、整体专业素养等方面与国家新发展目标战略需求、教育高质量发展的要求和人民群众的更高期待相比仍有较大差距,这与长期以来我国学前教师编制制度和人事制度改革滞后密切相关。当前,亟需提高政治站位,创新思路,聚焦突破学前教师编制制度和人事制度的关键问题,加快制定出台国家层面的公办园教职工编制标准,突破“唯公”倾向,全面盘活编制资源,建立市级统筹的学前教师编制动态调整与管理使用制度,并积极探索完善人事管理制度,着力建设一支适应新形势要求的数量充足、素质优良、充满活力的学前教师队伍。

Abstract: The national development goals and strategies in the new era have defined the new missions and orientation of pre-school education development,and have put forward higher requirements for promoting the construction of the public service system of pre-school education in China.In the face of the new journey and new mission,there is a big gap between the teaching force of pre-school education and the new national development goals,strategic needs,the high-quality development of education and the higher expectations of the people in terms of the scale,stability,overall professional quality of the teaching force,which is closely related to the chronic lagging reform of the staffing and personnel system of the pre-school teaching force.At present,there is an urgent need to innovate ideas,and focus on breaking through the key issues of pre-school teacher staffing and personnel system,especially accelerating the formulation of national standards for the staffing of public kindergartens,breaking through the “public-only” preference to comprehensively revitalize staffing resources,establishing a system for dynamic adjustment,management and allocation of ECE teacher staffing as a whole in the prefecture-level,and actively exploring and improving the teaching personnel management system.Efforts should be focused on building a contingent of pre-school teachers with sufficient quantity,excellent quality and vitality to meet the requirements of the new situation.
