西方发达国家留学生教育政策的演化逻辑与现实审视

摘要: 第二次世界大战以来,西方发达国家的留学生教育政策经历了导向发展援助、转向出口贸易和成为国家战略三个阶段。为维持留学生教育的主导地位,西方发达国家围绕着“人道的善举”、“双赢的交易”和“自由的竞争”三种隐喻进行留学生教育政策的话语构建,借此推介以发展援助为名的文化价值渗透、以掠夺资本为要的国际教育合作和以维持优势为基的国际人才之战,使不平等的权力关系得以延续。伴随世界多极化的深入发展以及国际局势的日趋紧张与复杂,传统“中心—边缘”的留学生教育格局受到冲击,留学生教育的数字化形态加速发展。人类命运共同体理念的提出为留学生教育政策提供了新阐释,其鼓励更多边缘、新兴形态的教育的传播,推动着融合多元视域的“新留学生教育图景”的生成。

Abstract: Developed Western countries' policies regardinginternational student education have evolved through three stages since the Second World War:first,they were focused on development aid;then,they shifted to focus on export trade;and last,they became national strategies.The developed countries of the West have built their international student policies around the three metaphors of “humane good deed”,“win-win deal” and “free competition” in order to maintain their dominant position in the field.These policies aim to encourage the infiltration of cultural values under the guise of development assistance,international educational cooperation under the guise of capital plundering,and an international talent competition based on the maintenance of superiority in order to perpetuate unequal power relations.The global environment is growing more volatile and complicated.International student can also be seen in light of the idea of a community of human destiny.It fosters the development of a “new landscape for international student education” that incorporates many viewpoints and the spread of more marginalized and emergent types of education.
