The Foundation,Problems and Trends of Promoting High-quality Development of Higher Vocational Education

摘要: 推动高质量发展是“十四五”时期职业教育改革的核心任务。近年来,高等职业教育的法治保障更加健全、类型教育定位逐渐明确、制度框架不断完善、服务发展能力不断增强,为迈向高质量发展夯实了法规基础、实践基础、治理基础和能力基础。但是,面对新使命新要求,高等职业教育在定位布局、体制机制、培养模式、队伍建设、投入保障等方面仍存在短板和堵点。推动高等职业教育高质量发展,需要凸显类型教育特色,优化学科专业结构布局;完善办学体制机制,鼓励社会力量积极参与职教;加快产教深度融合,创新校企协同育人模式;扩大优质资源供给,统筹推进教师、教材、教法改革;加大多方投入力度,加快高等职业教育现代化建设。

关键词: “十四五”时期, 高等职业教育, 高质量发展

Abstract: Promoting quality development is the core task of vocational education in the 14th Five-Year Plan period.In recent years,the legal guarantee of higher vocational education is getting perfect,the orientation of type education is getting gradually clear,the institutional framework has constantly been improved,and the ability to serve the economic and social development has constantly been enhanced.As a result,all these aspects have consolidated the legal basis,practical basis,governance basis and capacity basis for quality development.However,there are still some problems in terms of school-running characteristics,system mechanisms,training mode,team building and investment guarantee.During the 14th Five-Year Plan period,we should highlight the characteristics of type education,optimize the structure and layout,improve the system mechanism,encourage the public to actively participate in the vocational education,deepen the integration of industry and education,innovate the mode of collaborative education between schools and enterprises,increasing the supply of quality resources,promote the reform of teachers,teaching materials and methodology in a coordinated way,increase input from various sources and accelerate the modernization of higher vocational education.
