我国公办性质幼儿园改革的发展方向、改革原则和政策建议

Public-nature Kindergarten Reform in China:Its Orientation,Principle and Policy Suggestions

摘要: 当前,基本实现社会主义现代化、经济社会高质量发展、全面推进乡村振兴战略和三孩生育政策,对作为基础性支撑的学前教育提出了更高要求,亟需加快学前教育公共服务体系建设。公办性质幼儿园作为我国学前教育普及普惠的重要力量,近十年重新回归国家公共教育政策视野,不少地方也出台了支持公办性质园发展的利好政策,但尚未能有效解决其发展长期存在的管理体制、投入体制机制、教师政策制度等深层次问题。在新形势下,为充分发挥公办性质园在多快好省地拓展我国普惠性学前教育资源中的重要作用,加快推进我国学前教育事业普及普惠并有质量的发展,应坚持公益普惠的基本价值取向,将公办性质园纳入公办学前教育资源管理体系的发展方向;坚持积极发挥政策引导作用、着力加强体制机制建设、实事求是因地因类制宜、政府和举办方双轮驱动的四项改革原则;建议进一步理顺公办性质园管理体制且推进属地化管理,建立健全投入保障与使用机制,创新完善教师人事制度与待遇保障政策等。

Abstract: Currently,basic realization of socialist modernization,high-quality economic and social development,comprehensive promotion of the Rural Revitalization Strategy and the “Three-child Policy” in China have put forward higher requirements for preschool education which plays a fundamentally supporting role in educational system.It requires an urgent construction process of public service system of preschool education.As an important force of popularized and inclusive preschool education in China,public-nature kindergartens have returned to the vison of national education policy in the past decade.And many provinces have even made supportive policies to promote the development of public-nature kindergartens,but have not yet effectively solved the profound problems in the development of public-nature kindergartens in terms of administrative system,investment mechanism and teacher policy system,etc.Under the new circumstances,in order to effectively improve the popularization and inclusiveness of preschool education,and to fully revitalize the important role of public-nature kindergartens in this improvement process,we should hold to the basic value orientation of public welfare and incorporate public-nature kindergartens into the public preschool education management system.We should adhere to the four reform principles:making full use of policy guidance,strengthening the construction of institutional mechanism,making policies suitable for local conditions and kindergarten nature,and fully promoting the cooperation between the government and kindergarten owners.Furthermore,we suggest straightening out the administrative system,promoting localized administration,establishing a sound investment guarantee and usage mechanism,as well as innovating and improving the teacher personnel system and treatment guarantee policy.
