教育高质量发展背景下教育公益的实现

The Realization of Public Welfare in Education:Under the Background of High-quality Development of Education in China

摘要: 教育的高质量发展需要以坚持教育公益性为原则。目前我国民众接受优质义务教育的成本过高、来自不同阶层的儿童难以获得平等的优质义务教育机会,妨碍了教育的公益性。我国教育的自身直接公益经由义务教育实现,教育的自身间接公益经由高等教育实现,教育的社会直接公益的实现则需同时满足两个条件:一是教育能够提供的阶层流动机会数量足以引发竞争,二是竞争机会被平等提供给每一个民众。由于我国教育分流的“锦标赛”性质,优质义务教育的平等获取机会是实现教育的社会直接公益的必要条件。然而,我国在义务教育覆盖率和巩固率、民办义务教育的健康发展、优质公立义务教育资源供给等方面仍存在不足,因此保障教育公益性,需继续做好控辍保学工作、对民办义务教育学校实施分类管理、降低先赋性因素对优质公立义务教育机会获取的影响、转变“锦标赛”式分流模式。

Abstract: The high-quality development of education needs to adhere to the principle of public welfare of education.At present,the cost of high-quality compulsory education is too high for the people in our country,and it is difficult for children from different classes to obtain equal opportunities for high-quality compulsory education,which hinders the public welfare of education.The direct public welfare of education itself is realized through compulsory education and the indirect public welfare of education itself is realized through higher education in our country.The realization of the direct social public welfare of education needs to meet two conditions at the same time:one is that the number of class mobility opportunities that education can provide is enough to trigger competition,and the other is that the opportunity for competition is equally provided to everyone.Due to the “championship” nature of education streaming in our country,equal access to high-quality compulsory education is a necessary condition for realizing the direct social welfare of education.However,there are still deficiencies in the coverage and consolidation rate of compulsory education,the healthy development of private compulsory education,and the supply of high-quality public compulsory education resources in our country.Therefore,for ensuring the public welfare of education,it is necessary to continue to do a good job in controlling dropouts and protecting schools,implementing classified management of private compulsory education schools,reducing the impact of pre-assignment factors on the access to high-quality public compulsory education opportunities,and changing the “championship” streaming model.
