摘要: 高质量共建“一带一路”的核心内涵是将其建设成“创新之路”,而中国企业对“一带一路”直接投资具有对其自身逆向技术溢出和对沿线国企业技术溢出的双重技术效应:一方面,可通过研发溢出、模仿跟随、规模经济、自我选择、资源补缺、后向关联六种效应促进中国企业自身的创新能力提升;另一方面,也可通过学习、竞争、人员流动三种效应促进沿线国企业的技术进步。因此,推进高质量共建“一带一路”的基本策略,是坚持创新驱动和共建共享原则,构建一个以中国为枢纽的“一带一路”创新与生产共同体。

Abstract: The core connotation of high-quality Belt and Road cooperation is to build it into a “Road of Innovation”. Chinese enterprises' direct investment in the Belt and Road has the dual technical effects of reverse technology spillover to themselves and technology spillover to the enterprises in the countries along the Belt and Road. On the one hand,it can promote the innovation ability of Chinese enterprises through six effects such as research-and-development spillover,imitation and follow,economies of scale,self-selection,resource filling,and backward linkage.On the other hand,it can also promote the technological progress of the enterprises in the countries along the Belt and Road by three effects such as learning,competition and personnel mobility. Therefore,the basic strategy to promote high-quality Belt and Road cooperation is to uphold the principles of innovation-driven development,joint contribution and shared benefits,and build a B&R innovation and production community with China as its hub.
