卡特政府加勒比民间外交战略的构建及其原因分析——以加勒比/中美洲行动组织建立为例

The Construction of the Carter Administration's Caribbean Civil Diplomacy Strategy and an Analysis of Its Causes:Based on the Establishment of the Caribbean/Central American Action Organization

摘要: 20世纪70年代末,多个加勒比国家脱离英国殖民统治获得独立,出现了美国政府眼中的“权力真空”。为防止其他国家获取地区主导权,美国总统卡特建议出台一套全新的加勒比政策,希望利用联邦政府外的力量来加强美国与加勒比民众间的相互联系,以提升美国在加勒比国家的影响力。美国国务院和国家安全委员会为此制定了加勒比地区民间交往战略,将已有的民间团体、组织整合起来,为联邦政府所用,使之成为落实政府外交战略目标的重要工具。从新近公开的档案材料入手,解析由美国政府主导的民间外交在加勒比落地的过程,对于我们认清美国外交的本质有重要意义。

Abstract: In the late 1970s,several Caribbean countries gained independence from British colonial rule,creating a “power vacuum” in the eyes of American government.Preventing other countries from making a difference in these new-born countries,US President Carter proposed a new Caribbean policy,hoping to use forces outside the federal government to strengthen the mutual connection between the United States and Caribbean people and enhance the influence of the United States in the Caribbean countries.The US State Department and National Security Council have developed a people-to-people strategy for civilian exchanges in the Caribbean region,integrating existing private volunteer organizations for use by the federal government,and making it an important tool for implementing government diplomatic strategic goals.Based on recently released archival materials,the thesis analyzes the process of carrying out the US government's people-to-people diplomatic strategy in the Caribbean,which is of great significance for us to understand the essence of US diplomacy.
