The Family Education Law:Its Legislative Agenda,Value,Theory and Implementation

Abstract: Family education links both the school education and social education,and is a basic part of the educational ecological system.Family education legislation is an important part of promoting the modernization of education governance system and capacity.In recent years,the problems of family education have arisen frequently,the policy experience has gradually been perfected,and the degree of political concern has obviously been increased.The convergence of the three streams opens the policy window of family education legislation.Based on family education legislation,we will improve the socialist education legal system with Chinese characteristics,define family education responsibilities,standardize family education behaviors,optimize the allocation of family education resources,and improve the guidance and service system for family education.The theory of family education legislation is the understanding and balance of private rights and public rights of family education,and its essence is to construct the pattern of the “three integrity” education,which includes the whole staff,the whole process and the all-round education.The key to the implementation of family education law lies in the following coordination:the coordination between schools and families to build the main position of family education,the coordination between government and families to improve the system and mechanism of family education,the coordination between the society and families to build a social network of family education and the coordination between the Women's Federation with families to guide family education.
