Policy Changes and Mechanism Optimization of Top-notch Innovative Talents Selection in Chinese Colleges and Universities

Abstract: Since the resumption of the college entrance examination, China has successively implemented examination and enrollment policies such as the recommendation system and the pilot program for college youth classes, independent enrollment, comprehensive evaluation enrollment, enrollment of top students in basic disciplines.These policies have become an important component or supplement to the unified college entrance examination system, forming a mechanism with Chinese characteristics for selecting top-notch innovative talents in universities.The key to selecting top-notch innovative talents is to handle the relationship between unified college entrance examination and independent enrollment in terms of enrollment methods.That involves the balance between comprehensive development and subject strengths in selection standards, collaboration between high schools and higher education institutions in selection subjects, and the combination of early identification and dynamic screening in the selection process.To optimize the selection mechanism of top-notch innovative talents in universities, it is necessary to re-examine the concept of social justice, improve the scientificity, fairness, and sustainability of the selection mechanism of top-notch innovative talents in universities, and provide strong support for the high-quality development of education in China.
