Abstract: Fuguo areas serve as both the transition from rural regions to urban regions and the connection between urban and rural regions,which is easily overlooked in the study of urban and rural population movements within the urban regions.The “Imperial Edict of the 22nd Year of the Kaiyuan Era” by Emperor Xuanzong of Tang,the “Imperial Edict of the 4th Year of the Dali Era” by Emperor Daizong of Tang,and the “Imperial Edict of the 4th Year of the Yuanhe Era” by Emperor Xianzong of Tang,are important edicts.Taking the regulations on household classification and taxation on suburban homeowners,temporary residents and tenant households in these three edicts as a thread,this paper progressively examines their intrinsic connections with the Fangguo households,the formal term for urban residents.This not only reexamines the relationship between the Fuguo areas and the composition and changes of urban social strata,but also helps better understand the characteristics of the Fangguo households as urban residents and their relationship with the evolution of the state's fiscal and taxation system.That,from the widespread phenomenon that “the floating population was so large that it was impossible to count clearly” in Chang'an during the Tang Dynasty,to the “residing in the royal domain,registering in county records” in the large urban circles of Dong Jing(Eastern Capital) during the Northern Song Dynasty,and then to the situations that foreign residents exceeded natives in the Southern Song Dynasty,forms the key thread of urbanization in the Tang-Song period of China.And the evolution from Fuguo households to Fangguo households is a crucial part of this historical process.
