Generally beneficial kindergartens play a major role in the construction of pre-school education public service system.The development of generally beneficial kindergartens in China has made outstanding contributions to the realization of double goals of pre-school education and to the improvement of the downsides of generally beneficial resources.At the same time,the development of generally beneficial kindergartens is still facing the following problems such as prominent structural contradiction of resources,the coexistence of “shortage” and “surplus” phenomenon,the unbalanced financial investment,the need to optimize the investment benefit of generally beneficial kindergartens,obvious differences in the system of running kindergartens and uneven distribution of the quality of generally beneficial kindergartens.To improve the quality and efficiency of generally beneficial kindergartens under the background of high-quality development,we should adhere to the principle of quality and benefit going first,promote the structural reform,efficiency reform,dynamic reform and quality reform of generally beneficial kindergartens,and promote the high-quality and sustainable development of generally beneficial kindergartens.

The “double reduction” policy aims to further reduce the excessive homework burden and after-school training burden of primary and secondary school students.Meanwhile,the introduction of “double reduction” has brought new opportunities to teacher professional development,helping enrich teachers' professional knowledge,and enhancing their professional ability as well as their professional beliefs.However,the “double reduction” policy has also brought new problems to the professional development of teachers.Teachers' professional ideals and beliefs need to be strengthened,the mechanisms of teacher incentive and management need to be improved,and the laws of teacher professional development need to be explored.As for the aspect of teachers' psychology,we should stimulate teachers' intrinsic motivation and improve the autonomy of their professional development.As to the aspect of school management,the management incentive should be strengthened and the autonomy in their professional development should be given to teachers.When it comes to the aspect of education policy,its guiding role should be optimized and the institutional guarantee should be perfected for teacher professional development.As far as theoretical research is concerned,scientific research should be reinforced and the theoretical guidance of teacher professional development should be promoted.

Green Innovation Effects of the National Innovative City Pilot Policy: Quasi-experimental Evidence from 281 Prefecture-level Cities

As an important achievement of institutional innovation,the policy of innovative pilot cities can promote urban green innovation by optimizing the industrial structure,encouraging government and corporate investment,accelerating financial development,and attracting outstanding talents.It can increase the city's green invention patents and green utility model patents,and it has the greatest positive effect on alternative energy and energy conservation patents in the IPC Green Inventory.We also find that the pilot city policy has more obvious incentives for green innovation in cities with higher degree of opening up,lower degree of industrial agglomeration and greater level of environmental regulation.From the perspective of spatial dimension,both the pilot city policy and green innovation have a significant effect of spatial spillover.The spillover effect of the pilot city policy shows a declining trend with increasing distance.In order to further encourage urban innovation practices with the objective of green and low carbon,we should start with accelerating the summary and promotion of pilot experience,adopting differentiated strategies based on local conditions,emphasizing green innovation incentives on the output side,and strengthening regional green innovation cooperation,so as to better realize the effective coordination and deep integration of urban “innovation” and “green”.

The development of Chinese vocabulary has gone through four stages:the stage of monosemic words,the stage of polysemous words,the stage of derivational words and the stage of disyllabic words.From monosemic words to polysemous words,there are three main ways of evolution:word meaning segregation,word meaning transplantation and word meaning extension.The word meaning segregation refers to the division of one meaning into two in the process of words meaning evolution.The word meaning transplantation is described as transplanting new meanings into old words based on common characteristics or mutual association.The word meaning extension means that words extend new meanings under the influence of collocation words during their usage.The way of development from polysemous words to derivational words is mainly based on phonetic derivation and glyph derivation.The phonetic derivation just means the fact that the original words derive new words through changing some syllabic phonemes of the original words.Glyph derivation could be divided into two categories:inheritance relation in glyph and no inheritance relation in glyph.

Improving the ability to deal with major emergencies is an important part of promoting the modernization of national governance system and governance capacity. The formation of social public opinion in major emergencies is the result of the interaction and influence of the public,media,government and social environment. In the convergence media environment,the social public opinion of major emergencies increasingly shows the characteristics of “systematic risk”. The “contact points” of public opinion risk increase,the whole platform diffusion and evolution become more complex. The interaction between different social subsystems can easily lead to the amplification and spread of public opinion risk,resulting in public dishonesty,social disorder and governance failure. In the convergence media environment,the governance of systemic risk of social public opinion of major emergencies needs a holistic strategy,forming the whole process of public opinion guidance before,during and after the event,and seeking breakthroughs in nine aspects,including monitoring and early warning,risk assessment,classified disposal,information release,targeted supply,strong guidance,social communication,accurate control and image restoration.

The exploration and practice of well-being “have a long past and only a short history”.In the psychological sense,as the main components of well-being,subjective well-being,psychological well-being,and social well-being are closely related to people's mental health factors,such as study and life,feelings and emotions,self-awareness,interpersonal relationships,as well as social adaptation.Moreover,mental health itself is just a state of happiness,which makes it directly related to well-being.In fact,from the perspective of connotation,mental health and well-being are equally matched;from the perspective of source,mental health needs the support of well-being;from the perspective of goals,well-being is an important value goal of mental health;from the perspective of result,mental health is the intermediary product of well-being.In a word,well-being is the essential characteristic and core element of mental health.It can be said that it is the unremitting pursuit of well-being that makes people begin to pay attention to mental health.Meanwhile,life can thereby complete a qualitative leap.Obviously,the sense of well-being and mental health interact with each other.What's more,well-being has become a new interpretation and a new signpost of mental health.

A Comparative Study on the Small Seal Script in the Four Different Daxu Versions of Origin of Chinese Characters

Origin of Chinese Characters written by Xu Shen is not only the originator of Chinese character studies, but also the model of Chinese character teaching and small seal script calligraphy. It has a very extensive and far-reaching influence on later generations since its publication. Because of its importance, numerous editions have been spread. As for the Daxu version of Origin of Chinese Characters, E Le-bu version, SUN Xingyan version, CHEN Changzhi version, Guang Xu version are the four most popular ones since the Qing Dynasty. Given that the original is lost and there are many differences among the existing versions whose corrections and qualities vary a lot, it is of great practical significance for academic research and application to collate, discriminate and analyze glyphs from the perspective of philology. This paper, based on the modern information technology and “Chinese character database”, makes exhaustive collation and textual analysis of the four versions above, and points out that there are mainly two types of difference: wrong glyphs and diverse forms of a character. Reasons for these differences include political avoidance, copying and imprinting, and the deviation of personal understanding of small seal script and so on. This research is an effective attempt to study traditional subjects through the digital system, which has accumulated experience and laid a foundation for the collation and research of whole Chinese characters based on the “Chinese character database”.

Against the backdrop of well-off times, hypocritical education is shaped by educational theories, public opinions, and school administrations. Characterized by student-centered stance, the pursuit of supreme happiness, the aim of personality liberation, and the means of education as services, hypocritical education deviates from fostering virtue through education. Although hypocritical education can easily create the scene of “modern education” where students are happy, parents are satisfied, and society are supportive, it actually distorts the essence of fostering virtue through education, and even cannot guide students in value and socialization anymore. To be specific, it causes teachers to be servers, who play with skills and cater to students, and pushes students to grow up as delicate egoists or fragile “giant babies”, who lack ideals and the sense of responsibility due to the one-sided emphasis on personality and happiness. To transcend the hypocritical education, restoring the educational essence and strength of fostering virtue through education is necessary. We should insist on replacing the student-centeredness with the student development-centeredness, and at the same time, the cooperation of various aspects of society is needed in improving the relevant legal system, so as to cultivate the immunity of the school and protect the self-esteem of teachers. All these endeavors would promote education modernization, stimulate schools' vitality and train socialist builders and successors with all-round ability in areas such as morals, intelligence, physical fitness, work and aesthetics who have the courage to undertake responsibilities along with the ability to act in the future world.

Guiding the rational allocation of manufacturing capital among regions is the key to achieving common prosperity among regions and improving the domestic economic circulation.This paper investigates the impact of digital transformation on the trans-regional investment of manufacturing enterprises based on the Firm Boundary Theory:(1) Digital transformation can promote the trans-regional investment of manufacturing enterprises by reducing the coordination costs within the organization.(2) In the process of digital transformation of manufacturing enterprises,their trans-regional investment structure is more inclined to service-oriented business.(3) In general,digital transformation has made investment agglomerate in developed regions,but as the economic gap between regions narrows,this agglomeration effect will be weakened.In the future,we should continue to increase the investment in the digital transformation of manufacturing,and guide the manufacturing capital to developing areas.

The study of Confucian classics is the basic form of Chinese ancient Confucianism,and around this study a unique hermeneutics of China has been formed.The main objective of the interpretation of ancient Chinese classics revolves around the “Dao” in which “governing Dao” based on the actual state governance is the basic appeal of the interpretation.In ancient times,two types of interpretations of Confucian classics in the Han and Song dynasties were formed based on the different construction of “governing Dao”.The rulers wanted to establish cultural identity based on discourse power so as to provide thoughts and methods with practical guiding significance for their political governance.At the same time,the Confucian sutra itself is also the bearer of the ancient heaven and personnel and has the qualities of transcendence and universality.Therefore,the interpretation of ancient classics reflects the dualism or duality of language and meaning,subject and object,knowledge and morality,subjective and objective,heaven and personnel,inner sanctity and outer king,history and reality,and so on.In the face of this,the ancient interpreters paid special attention to resolving these contradictory and unified relations through the tension of the interpretation of the classics,thus realizing the realistic value of the classics to the greatest extent.

Humanistic education is the primary project of moral education.In the current process of core competency education reform,the core of humanistic education lies in improving students' humanistic competency.In this respect,the cultivation of primary and middle school students' humanistic competency is the basic and crucial factor in humanistic education,but there are few systematic studies involved.Based on this,this paper firstly discusses the structural dimension of Chinese primary and middle school students' humanistic competency from the perspective of key competencies on the basis of understanding the connotation and value orientation of humanistic competency,and puts forward the notion that the structure of humanistic competency includes three key components:humanistic knowledge,humanistic spirit and aesthetic taste.Among them,humanistic knowledge is the premise and foundation of humanistic competency.Humanistic spirit are the driving system of humanistic competency and the highest level of humanistic competency.Aesthetic taste is an important way to promote students' humanistic competency.Secondly,based on current education policies,scientific evidence of development,international experience and qualitative investigation and analysis,this paper studies the specific performance level of humanistic competency development of Chinese primary and secondary school students.Finally,this paper aims to provide reference and inspiration for the humanistic education of primary and secondary school students under the reform of key competencies,including a deep understanding of the connotation of humanistic competency,exploring the evaluation index system of humanistic competency,and strengthening the research and cultivation practice of humanistic competency in primary and secondary schools.

In the context of the implementation of the Healthy China Strategy,attaching importance to the mental health of the elderly has become one of the healthy China actions.This paper integrates the perspective of life process and ecosystem theory,and systematically constructs a model of life process-ecosystem view,which comprehensively reveals the ecological factors such as individuals,families,communities,and society that affect the mental health of the elderly,as well as the important life process events such as retirement,widowhood,and the flow of the elderly population,and regards the mental health of the elderly as the dynamic process of interaction between the event experience and the ecosystem that runs through life.The applicability of the model in the normal elderly population was preliminarily verified by using the meta-analysis technology,and the evidence of the special elderly population was provided; Further,from the perspective of intervention theory and practice,the model was tested and demonstrated,and based on the model,the research trend of the future mental health of the elderly was clearly put forward,with a view to achieving the goal of maintaining the mental health of the elderly in the whole cycle,comprehensively interfering with the factors affecting the mental health of the elderly,and building the support environment for the mental health of the elderly in the whole society.

HAN Yu is a giant in the history of Chinese literature and culture. In the study of HAN Yu's works,successive scholars have made great endeavors,accumulating rich experience,which helps to summarize some universally significant laws and methods for the collation and study of ancient Chinese literary works. Let's take the study of HAN Yu's poetry as an example. In the thousands of years of Chinese academic history,the undercurrents of innovation of academic thoughts and methods constantly surging,some,like the boundary of allusion annotation,the extension of punctuation schemes,the strategy of “using Ben Shi to determine the age of creation” and so on,need to be fully demonstrated and systematically summarized. Based on this,we need constantly seek the dialogue opportunities between ancient literature research and digital humanities,avoid objectified research and one-way construction,and promote the interactive empowerment of “digital” and “humanities”,with the purpose of truly realizing the concept change and method innovation of humanistic research and promoting the creative transformation and innovative development of the academic heritage of ancient Chinese literature research.

The inscriptions of Zeng Gong Qiu Bell are of great academic value on the study of the concept of the Mandate of Heaven,the enfeoffment system,and the historical facts of the establishment of the Zeng State in the Zhou Dynasty.The history of the appointment of Bo Shi (the high ancestor of the Zeng State) and the establishment of the Zeng State in the southern Zhou by the ancestor of Nangong in the early Western Zhou Dynasty are recorded in the inscriptions of Zeng Gong Qiu Bell.This historical record is the same as the concept of the Mandate of Heaven that is often found in the documents of the Zhou Dynasty and embodied in the appointment of King Wen of Zhou and the establishment of the state by his successor of the King Wu.This provides important historical materials for the study of the concept of the Mandate of Heaven in the Zhou Dynasty.The enfeoffment system and the establishment of the Zeng State,which was to defend the Zhou Dynasty,as recorded in the inscriptions of Zeng Gong Qiu Bell,especially the history that Zeng was appointed as one of the vassal states and was allocated of the soil of Bo She of Yin and established the system of Bo She in the Zeng State,all can be read in contrast to the documents.Moreover,the inscriptions record the facts that the ancestor of Nangong was appointed as Zhou Mu and was “involved in the politics of Huaiyi”,providing new historical materials for understanding the Zhou Mu system in the Western Zhou Dynasty and its rule over Huaiyi.According to the Southern Expedition of the King Zhao assisted by the Marquis of Zeng,recorded in the inscriptions of Zeng Gong Qiu Bell and the archaeological findings in the cemetery of Yejiashan in Suizhou,Hubei Province,it has been known that Kang,the Marquis of Zeng,is the owner of the tomb M111 of Yejiashan.

Educational Expansion,Labor Participation Rate and Economic Growth

Educational expansion has long-term significance for promoting economic development. Previous studies often ignore the externality of educational expansion and its crowding-out effect on labor participation rate. This paper incorporates these two factors into the growth model. Theoreticaland empirical analysis show that:(1) Educational expansion promotes the growth of output of per worker through the improvement of human capital level and technology spillovers . (2) Educational expansion reduces the labor participation rate,causing it to have an inverted U-shaped relationship with the per capita income of the total population. However,the current level of educational expansion in China is far from the turning point,and educational expansion will continue to promote the growth of the per capita income of the total population. (3) The greater the macro-education rate of return,the lower the population growth rate,and the higher the retirement age,the greater the effect of educational expansion on the per capita income of the total population. In view of this,in the context of the gradual decline in the fertility rate and the gradual increase in the probability of delayed retirement in China,the education expansion policy should be continued.
